Something I think we ought to keep in mind for who the killer is, is that they're magically powerful enough to keep Faith from speaking about what was really going on with the Woodsman, and powerful enough to keep the Magic Mirror from being able to tell us where the rest of Faith's body is. On top of them being rich or otherwise influential enough to hire the Tweedles and possibly others.

I'm probably completely off the mark here, but what if the killer has a two-fold purpose: killing the prostitutes as a way of 'freeing' them from having to prostitute, and leaving the heads at the doorstep of the Woodlands to be all "hey poo poo's bad for the not-rich-fucks-like-you Fables, maybe if they didn't have to whore themselves out I wouldn't have to kill them".
