That's the way literally everyone in the world lists them.

The USA lists it whichever way puts the USA at the top. Notably in 2008, when China beat them in the gold>silver>bronze rankings, they started to rank by total number of medals instead. Presumably when China starts beating them in medal totals too, they'll start including a loving population handicap or freedom quotient or something.
