Hell, the IMF has admitted outright that austerity doesn't work and hurts economic growth but that hasn't stopped governments from inflicting it on their populations as a form of cruel morality play meant to cleanse the economy of its sins. Also, deep down they don't really care if tax cuts to the rich help or hurt the economy. The tax cuts are an end in themselves.
