In typical Packer fashion, it will be an internal upgrade to replace Capers. Can't have a defensive minded ex-HC, or McCarthy will feel the heat soon. Rodgers is the defacto OC anyhow.

Nolan's name has been floated as a possible DC in the past (before Capers was hired? I don't remember). I don't think Nolan's a very good DC, his only real success being with a stacked Ravens defense (see also: Ryan, Rex; Pagano, Chuck.) OTOH - my argument is that the Packers only need an average defense to be legit Super Bowl contenders. My feeling is almost anyone they hire would be an upgrade (even Nolan), whereas if they actually managed to hire someone worse than Capers, that guy would be bounced out within a year. Capers's schemes seem to be an active detriment to the Green Bay Packers defense, and not just this year, but really for over 5 years now. He built up a lot of goodwill his first two years (including a Super Bowl win), but we're now at the "definition of insanity" level if GB keeps him. I would take Chuck Pagano or Mike Nolan over Capers right now. But I'd really prefer Fangio and if he's going to be available anyway, to me it's a no brainer (assuming he's willing to move to an even more frigid hellscape than Chicago given the weather we're having right now.)

if the Pack's smart they'll go with Fangio. He's a great DC. They'll probably go with Nolan though since McCarthy and him have history with each other. He's uninspiring but the Packers' defense has sucked for so long that even average would be an improvement for them.

If Fat Mike hires Nolan (or Pagano, really) then it's time to start seriously thinking about firing McCarthy within a couple years. That's a move that has zero excitement or potential or anything for the future -- it is cowardly and hyperconservative, it's McCarthy's worst qualities all rolled up in one hiring decision. The Packers badly need fresh blood in the coaching ranks to help shake everyone awake -- Nolan isn't that.
