How did flopping become such a thing in soccer?

Same with fighting in hockey. They're things that exist in other sports but are unusually prevalent in one despite no apparent reason for it.

Fighting in hockey was a way of "protecting your own" back in the day. Usually it was between two fourth liners (read: not good) players who were only really good at hitting people and not much else. It's MOSTLY died out at the top level, you maybe get two or three fights a week now, if that. Part of it is the realization of the long term injuries involved (CTE), and a lot of it being that the fourth line is better filled with halfway decent players who can sometimes score, not hit people.

Flopping is usually a cheap way to get a free kick in your favor. It's a tactic, sadly. A lot of times you can set up a good attempt at the goal, or if you're really lucky, get a penalty kick. Usually the ref will catch onto it (in Neymar's case these days), or won't blow the whistle if your team continues to possess the ball.

The risk/reward is just too good to flop in soccer. The highest penalty you can get is to be kicked out for one game so it can be worth getting thrown out to get a penalty kick.

So football is notionally no contact but generally refs only give a foul if something happens, they base something happening on the reaction of the players. So pulling someone shirt can be the difference between making a ball and not, but the ref might not see it or might not think its a big deal. If a player gets pulled back they'll make a huge deal about it to make sure the ref does something about it. So from there people will flop on pretty much anything even if theres a hint of a foul when they've let the ball get away from themselves.

flopping is pretty epidemic in soccer, but I think that top one with #10 looks like he got spiked in the back when he rolled on the other guy, that could provoke his actual response

Winning favor of the ref is a big part, acting out jersey pulls or minor elbows so that a ref notices is the "legitimate" use, but it's also the only way to sort-of manage the clock in a game with 45min halves. You know whether or not you got the call/card within seconds of going down, starting some exaggerated drama or staying down for a couple minutes gets everyone a breather, maybe changes momentum a bit. Certain players do it incessantly, but you generally won't see much of it from a team just trying to run out the clock on a lead.

Historical / cultural. Somebody did it, got away with it or got an advantage from the ref somehow, and other people started copying them, and it just set a precedent.

Where do the game's rules come from, and how do they change? Same kinda deal basically, although in that case more formal since you have a ruling body that discusses rules. But its just kinda de facto stuff based on how games go.

Lol not only does he fake the trip but he also clearly wasn't hit with a cleat to provoke the reaction. At first glance it appears legit but ok repeats it is clear it is all an act. If he got hurt at all it was from himself diving.

None of the current dives look worse than that one from the Brazilian guy maybe 3 or 4 world cups back who iirc was by the corner flag, got hit on the hip lightly by the ball, and you actually saw the microsecond he looked around and decided to clasp his hands to his face and fall down screaming.
