So I've been following this thread and am seeking clarification. Am I understanding this correctly, that the way this game is made- in order for them to fix issues it will always require these obnoxiously large updates? And sooo, I mean, that's not sustainable is it?

I will say for all it's faults some of the no-npcs quests weren't bad. Like the Free-States/Firebreather stuff was decent. Also the map design overall was neat there are multiple distinctive areas just not too much to really do in them.

You can probably find a couple dozen videos of companions trying to have their affinity conversations when suddenly a wandering batch of raiders shows up. Or pinning Preston in the middle of the Sanctuary river to have a long conversation about the future of the Minutemen until he takes an overwhelming amount of rads and gets temporarily disabled.

Also, the AI packages they use for daily routines would likely choke the entire game to death by themselves if you had enough people in enough different locations all loading them in at once. Even the NPCs they do have, Grahm and Rose for example, lack any sort of real day/night cycle routines or actual conversation options to reduce their footprint as small as possible. They likely didn't want to clean up their AI enough to make it work for a one-off multiplayer spinoff when it already works well enough to pass in their single player titles, and it's not hard to come up with a story rationalization for it. I do like that they didn't just throw the robots in and say 'Automation!' but actually put a fair amount of detail into the civil strife boiling over in the final months before the Great War, and a great deal of the disasters that have befallen WV in the aftermath have been more direct results of pollution and callous disregard by pre-war mindsets. Even Charleston wasn't that bad off and intact after the initial War, and it was raiders after the fact blowing the Summersville dam that actually destroyed the place. They put WORK into the details this time around, real serious work. Rose's quests and character are a lot of fun, the Mistress of Mysteries stuff is Silver Shroud quality, there's a lot more than just Wacky Skeleton Poses! going on this time around with the environmental stuff they love so much. Yeah, I think it was Gerstman (I know it was a Giant Bomb guy) who said they were getting wary of activating any sort of quest item or dialogue because you could just not have it register, or because of the "soft" conversational system, you could get nudged out of a dialogue or full-stop have another character interrupt the conversation with their forced dialogue for you.

They stuff their entire game into ESM and ESP files basically. So if they change one tiny thing, you download the whole file over again.

Nah Steam supports delta patching. It's just another problem with using systems that were designed decades ago without consideration for things like that. It may also just a case of Bethesda being too lazy to create deltas, IDK I don't really remember how their formats work.
