Minimum 15 seconds to process it, have the pop-up be smaller and not center (if the HUD interface is customizable and people can re-size and move things, my bad). You'd want there be different icons for different types of requests. You'd probably want the requester's name, payout, and arguably the mission type bolded for quicker processing. And you can educate people to press [ or ] to Accept/Decline in an info pop-up at some point, you don't need to spell out every thing including Right and Left Bracket every time those things pop up, which seem to be often. Maybe one quick piece of relevant info on the requester would be nice too, like if they have a Crime Stat, which could be done with a single character next to their name.
