I tried to get one for my geology class and was not able to, and was informed if I got one from the internet and used it I would be breaking the law and imprisoned/deported.

I vaguely remembered South Korea having some fruity laws about maps and while I couldn't find that, while looking I did find this gem: http://www.koreaherald.com/view.php?ud=20200623000765 Full-time employees of Incheon Airport super butthurt that the airport is bringing its outsourced employees (i.e. the ones who do the poo poo jobs for the least pay) in-house and making them permanent employees. That's why Google maps in Korea kind of sucks rear end. China also has inaccurate maps for defense purposes and does a thing with GPS that offsets everything and makes it give wrong locations.

They also don't want the North to be able to see and know exactly where their tank obstacles and "kill zones" are, and how to avoid them. I believe one of the things that the South does in case of an invasion was to remove key road signs and markers and to even switch some so that they can more easily lead North Korean columns into their bottlenecks for easier arty plastering.

I thought it was because his city wasn't at risk for so there was nothing to do, but if they don't have any maps to check anyway, that's even better (also No Why).

Messing with road signs is standard stuff. UK did it during WW2 as the locals obviously weren't affected. One of the big things like Gulf war was the US had a massive advantage of being able to navigate where ever they wanted quickly, bypassing all expected approaches, surround any unit. Switzerland and Taiwan have road tunnels that can be quickly rigged to pancake invaders. Blocks of reinforced concrete so chunky its effectively invulnerable. The whole GPS offset thing and no maps is dumb AF only the most paranoid countries would think it would help. Any state adversary would overcome that like it was nothing. Also trigonometry. All it does is screw over the locals. You can buy commercial satellite coverage. If North Korea can't range static targets they got bigger problems. It isn't the 1930's anymore. Another dumb China thing is all its airspace is military. Practically every other country has open skies to civilian traffic as long as you don't bust airspace like controlled airports, firing ranges, Area 51 etc. Most zones don't have infinite height either.
