OH MY GOD

There are so many exemptions in the LA City order I can't even tell what's different from the previous rules

Non-essential retail allowed from 5AM to 10PM

Parks and trails open

But no biking or walking unless you're going to one of the exempted activities in Section V

Does this mean I can't walk to visit a friend, but I'm allowed to go to TJ Maxx between 5AM and 10PM to buy a winemom picture frame?

The Australian government doesn't seem entirely confident in the new vaccines:

https://www.abc.net.au/news/2020-12-03/covid-vaccine-australia-uk-when-get-it/12946148

quote:

Why isn't Australia rolling out a vaccine as quickly as Britain? Why is it taking longer?

UK Prime Minister Boris Johnson says COVID vaccinations will start rolling out to the British public next week.

So why do Australians have to wait?

Prime Minister Scott Morrison, Health Minister Greg Hunt and John Skerritt, the head of the Therapeutic Goods Administration, spent more than an hour on Thursday explaining why, and what happens next.

Why is Australia slow in approving a vaccine?
The Prime Minister said the Government's first priority was the safety of Australians, and any vaccine would be rolled out in Australia dependent on local needs and conditions.

The Government is looking at four different vaccines, including the Pfizer vaccine just approved for emergency use in the UK.

Mr Morrison said all four vaccines the Government was pursuing still had "stages to pass in the months ahead".

"As we move into the vaccine period, our first priority is it be safe," he said.

"It must be safe for Australians, and that's what they expect of us."

He said the UK, where the coronavirus outbreak is much more severe, would have to deal with its own circumstances in its own way.

Nearly 650 COVID-related deaths were recorded in the UK this week, and another 16,170 cases were reported.

So when will we get a vaccine?
Dr Skerritt said his team would be work on the approval processes throughout summer.

"I'm hoping that will be in the coming weeks, but we are at the mercy of the companies," he said, adding the data would be tens of thousands of pages long if you were to print it out.

"Unfortunately my staff have been told to put away their swimsuits and towels and to work as quickly as we can, but also in significant depth, with parallel teams of doctors, scientists, toxicologists, engineers, facility inspectors, pharmaceutical industry experts."

He said he was hopeful they would be in a position to approve one or more vaccines by late January or early February.

Are Britons being treated like guinea pigs?
"I wouldn't want to use the word guinea pigs with the UK," Dr Skeritt said.

He said vaccines were being developed more quickly than normal because of unprecedented levels of investment from governments around the world.

"Governments across the world are essentially … supporting companies and researchers to be able to do several steps at once," he said.

He said the vaccines were being developed more quickly this time around because of the experience gained in developing vaccines for diseases like SARS.

But he added that the UK data would inform whether Australia would approve a vaccine or not.

"Let's say come late January or February, we actually not only will have the data for the clinical trials of 10,000 to 40,000 — depending on the type of trial — people, but we'll also have the real-world experience of several hundred thousand people having had the vaccine."

Who will get it first?
In the UK, healthcare workers and the elderly will get the vaccine first.

Mr Hunt said the priorities in Australia were likely to be broadly the same.

Children are unlikely to be prioritised because there have not been many tests on how the vaccines affect them.

"At this stage it's been indicated that it's unlikely that children should be at the front of the process," Mr Hunt said.

"Safety becomes the paramount concern."

Where do politicians sit in the queue?
Mr Hunt said the Government was still considering the question of when politicians would get the jab.

"None of us want to be jumping the queue," Mr Hunt said.

"But nor do we want to mean there is any lack of confidence."

He said he had discussed the issue with Labor health spokesman Chris Bowen and raised the possibility some politicians from both major parties could take the vaccine as a demonstration.

But he said that, as a class, politicians would not be given preferential treatment.

"There's no medical advice that we should have a special exemption," Mr Hunt said.

Mr Morrison added that he wanted the Parliament to function in its normal way.

"There may well be issues that the health advisers may consider when it comes to enabling that."

Will other people and companies know if I've had it?
Mr Hunt confirmed that an immunisation register already exists, and said the COVID vaccine would be included on it when it was available.

But he was adamant that this information was private.

"What we're doing is making sure that everybody will have full access to their own data, but that it's only those people that have that."

Mr Morrison said countries would have to work towards having a "common set of recognitions" around vaccinations in order for international travel to resume.

Qantas declared last month travellers would need to be vaccinated in order to get on international flights.

Mr Morrison added "we're still some time away" from borders reopening, but did note he had discussed "green lane travel" with Japan.

How hard will the Government be pushing the vaccine?
Mr Hunt said vaccination would be voluntary, but the Government would "strongly encourage" people to have it.

The Government has previously required children to have a jab before their family receives welfare payments, under the "no jab, no pay' scheme.

But Mr Hunt said "at this stage there are no plans to impose or to draw upon other programs such as the 'no job, no pay'".

He revealed the Government would be pursuing a public information campaign, partly to address misinformation from anti-vaccination groups.

However, he downplayed their impact.

"With all the lockdowns, and all the challenges of COVID, the five-year-old immunisation rate went to a record level, 94.8 per cent, in the June quarter, and then up to a record level again in the September quarter," he said.

"The anti-vaxxers perhaps are getting more coverage, but they're having less effect."
