Depends on the country mostly and is a good idea, but not a substitute for individual socket GFCIs. The smaller the circuit, the lower you can set the trip current without running into nuisance trips. Breaker panel ones are typically 30mA which will protect equipment but not reliably protect people. US single socket ones are required to trip at 5mA. Ideally you have both (some European countries require this on new construction).

You kinda do, it's called an RCD and it's like a GFCI but has a higher trip setpoint and typically trips the main breaker.

Or there's the weird isolation transformer workaround for bathrooms y'all have in hotels and poo poo.
