aren't there tons of exceptions for pretty much everything that already allow you to use the exchanges outside the enrollment period? I mean, the idea of an enrollment period is dogshit so do away with it anyway, but I can't imagine the list of people who didn't sign up in december but would a month from now as long as they didn't have to apply for an exemption is ... very large.
