its not that they are pretending to be rock fans. rock tries hard not to step on toes but sometimes he says the right thing which triggers the people who make the rock try not to step on toes. he's essentially pulling a michael jordan as far as the whole situation goes

But you're glossing over the larger point, which is that WWE has historically never given a fair shake to African-American wrestlers when it comes to giving them high-profile matches on the biggest shows. The fact that their only black world champion in history can be debatable (regardless of where you fall on the Rock debate) is damning enough. I mean, my only differing thought on the thing was that Rock always seemed to pretty strongly de-emphasize his black identity in favor of his Samoan identity, and if that was a choice he was making I thought it was weird to be telling him what he is. Although I did certainly never like, question or deny his blackness.

I think WWE preferred him to be Samoan and I think The Rock toed the company line but I think also think outside of that he's been open about how his heritage and how he views himself.
