But not with full names where any student can see it, and absolutely not for the purposes of humiliating a student for poor performance. I actually looked it up, and disclosure of educational records (which includes grades) requires the student's prior written consent. So if this happened, it is 100% a FERPA violation, and the professor wouldn't have much of a defense.
