Devils advocate time, but the camera car could have avoided the outcome if he hadn't sped up to block the BMW. Obviously the BMW is 100% at fault, but the camera car clearly saw him trying to do his idiotic overtake and sped up to block it.

I usually remember what my cruise is set to, but I wish I had Toyota's cruise controls (as in the buttons) with Hyundai's display. Neither of them displayed the set speed, but Hyundai, at least in the Accent I drove, had two lights, one for saying the system was active ("cruise"), and another to say it was determining the speed ("set"). My Matrix only has one and it's the latter, and all it says is "cruise"

Phoenix drivers during rain are lol D.C. drivers during snow, except that it rains a lot more often in Phoenix than it snows in D.C.

I had the impression that the double white was a limit for non-HOVs to keep out of that lane and HOVs can switch lanes whenever necessary.
It's been a long time since I drove anywhere with HOV lanes so I don't really know for sure.

The answers are easy, the general driver ability is higher so the chances of being rear ended at a junction are much lower than they are in the US and if an emergency vehicle needs to pass, well that's what mirrors are for. You should of seen it in enough time to start the engine and then move.

Hazards are not to be used in Britain but if you are going to be stationery for more than a couple of seconds you should have the handbrake on and if you are stationery for more than 5 seconds you should take it out of gear as well. Positive control (ie be under breaking or use of the accelerator) should be maintained at all times. What happens in reality is people tend to sit in gear but with their foot on the break, fewer people have the handbrake on and fewer sit with both handbrake and neutral. One or two sit with the foot on the brake and left in the gear they stopped in (usually third) and only realise when they try to pull away and almost stall it.
