I don't think they are supposed to be involved in the actual planning or construction of the HSR project, they are just speculating on nearby land in hopes that the land becomes a lot more valuable after the project opens.

That is actually a little bit of a stretch. The train is going to mostly be moving people, with maybe a little light freight. It isn't going to be designed to allow you to open an industrial center in the middle of nowhere and use it to ship raw materials in and finished products out. The most likely thing may be for office parks to be able to spring up in the middle of nowhere for cheap and rely on the train to bring commuters in from far away.

The transcontinental railroad isn't a good comparison because it was intended to move a shitload of freight.
