I can't bring a solid argument that the whole season (however much actually happens) isn't under exceptional circumstances. Though I can't imagine race organizers being ok with riders breezing onto the next overlapped event.

The initial report above sounded like a cat scan looking for structural issues, like brain bleed, etc. Plenty of possible TBI issues that wouldn't be picked up on a scan.

I see enough drifting from Wout just as Sagan closes to warrant that shoulder shove.

After the shove, Sagan goes straight for a bit and then leans left a touch.
Wout moves left pretty much in tandem and only does a half-hearted throw. It looked like he saw Bennett coming in and didn't want to risk anything at the line. Even if he threw well, he'd already lost too much speed to edge Sagan.

I initially saw Sagan's post shove riding as intentional lane blocking, but now it looks at worst intentionally borderline.
