Back in the day, you might see it sometimes if you had a direct to video special or movie that covered the same material as the tv series, or source material that had multiple adaptations over the years, but in general they would just reuse the animation since the physical costs meant animation was very expensive so they saved and reused as much as they could.

Today animation is divorced from the costs of physical materials but time and schedule pressures mean that different episodes farmed out to different studios for speed might end up reanimating scenes, especially in a show dealing with a lot of flashbacks and time travel.

Recently Attack on Titan has had a bunch of this because they switched studios due to insane working-animators-to-the-bone scheduling issues and the material is dealing heavily with flashbacks and recontextualizing earlier scenes.

Yeah Mononoke is a fantastic twisty turny horror series and it takes full advantage of digital animation to look nothing like other animated shows.

Also Mononoke is itself a spinoff of "Ayakashi - Samurai Horror Tales" which was nowhere as good overall but had every few episodes be a new story with a completely different animation style and the last 3 "goblin/ghost cat" episodes of it are fantastic and basically a pilot for Mononoke proper, they must have impressed so much they got their own series.

Besides the "not invented here" syndrome of it being the first time Disney basically "took" Pixar's property and did their own thing with it, it is also possible that some really unpleasant/nasty power plays went down in the making of Buzz Lightyear of Star Command, something like Disney execs pulling their "we own you" card when Pixar execs objected, breaking of past promises, or Pixar people just asking if they can at least give their input and ideas and Disney saying no, etc.
