Each state has it's own Athletic commision, and are each run by different sets of incompetent poeple. That pretty much decide willy-nilly wheter to adapt to these new rules or not, I could imagine them not wanting to take the expense of re-training judges/refs as a reason. Or poo poo, they could just feel there set of rules are fine and don't want to change them

Also the new rules wouldn't have mattered in this case. A knee on the ground would be considered a downed opponent even in the new rules. They made it so that putting one hand down wouldn't count as being downed anymore to avoid people getting a finger onto the ground while in a front headlock to avoid getting kneed.

And yeah, the old rule/new rule difference is if the fighter has 1 knee or 1 hand on the ground but is otherwise upright, having your rear end on the ground definitely counts as grounded regardless of which rules you're using.
