I still like Cyberpunk for what it does well, but I think Sleeping Dogs is a better comparator than GTA5 or whatever, and it really throws into relief how half-assed some of Cyberpunk was. And I can't really figure why. The stuff that seems like it'd be the toughest - the design of the city, voice acting and character design, the "main" story - is all well executed. Is it really hard to just make a boxing or hacking minigame that works worth a poo poo after landing all that other stuff?

I blame pandemic-exacerbated crunch.

What was funny in Witcher 3 was the equivalent we�re contract monsters and sometimes I used Aard to knock them off their feet and then insta-kill them with a finisher. Also seriously, the game is pretty easy even on Very Hard after maybe level 13. I�d be more worried about exploding barrels and canisters than cyberpsychos

Yes, G22 and CIA operatives pretty much never incremented the counter and Chinese policemen added one at most. On the other hand, Al-Samad guys had 6+ kids each. Russian mafia added 2-3, and I don't remember where Deus Vult fell.

There are interactive fiction works that offer even greater reactivity to player choices on both plot and small detail level than AP. The downside is that you miss out on gunplay, voice acting and music.

I went out of my way to avoid pre-release marketing, mostly due to CDPR's transphobia scandals, so when I finally got around to playing the game (post-1.2), I found it to be mostly good.

People start missing call-ins, search patrols go onto high alert the more enemies are missing, and their awareness shoots way up making it harder and harder to stealth but also get higher rewards for pulling it off.

Street Mercs don’t really form a lot of friends among gangs, and the whole point of working with Fixers is to make sure they don’t get a lot of flack for taking jobs against them. It’s why they take such a big cut, because they make sure everything’s all biz.

It could be doable with a Heat Signature style framework, where an individual merc's career is a self-contained arc and faction control shifts as a result of metaprogression.
