ICA is portrayed really inconsistently throughout the series. In the early entries, they were sorta virtuous (and implicitly some sort of shadowy splinter of the British government). Back then the idea was that by cornering and controlling, and effectively regulating, the assassination market, they both turned a profit and were able to select contracts that didn't turn the world into a giant nuclear ball of fire. Your later missions in SA were taken from NATO specifically to deal with the fact that Sergei, your prior client, was destabilizing things too much by trying to exploit the ICA to get a nuke. Later depictions of ICA have been schizophrenic, especially EU books and stuff, where it's basically a conglomerate of every evil military thing imaginable and the assassination stuff is just a small fragment of their business. Random inner circles and directors come and go, and the organization seems to be in a state of internal war all the time. This was the stuff that got transferred into Absolution, which is why the agency suddenly has command center yachts, a cloning program, Battle Nunz, several small armies, supersoldiers, and robot hands. The Agency in HITMAN still seems more extensive than early depictions (that training facility, which I'm guessing we may be returning to), but it's not the freaking Shinra Corporation anymore.

I actually like that idea better, that the ICA is shady but because they only really target rich assholes that had it coming or genuinely dangerous people for the most part the governments of the world tend to cast a blind eye. The idea is if you gotta kill somebody, you gotta pay ICA. That intelligent DNA virus would mean that hitmen in general were no longer needed, and "armchair assassins" (lol) would take over the market. ICA can't have a bunch of fat neckbeards programming DNA viruses taking over their bald clone assassin business. Most everybody you kill is a bad guy, as handwaiving to make 47 appear less of a bad guy, yeah. Although in this one (and sorta the last one too I think) you can make your own contracts to send to other people against whoever you want. So unless literally every single person at the Paris show is a very bad person, you're free to assassinate some innocents that way. Like, is the chef a really, really bad chef? But they're still keeping the past story there, so that's a good compromise. 47 did some poo poo for some other ICAs in the past that were weird, but now they're gone and there's a new ICA and welcome, you're new to it, and this is how things work now. They're aware that you've had "past training" and done operations for somebody else (past-ICA?) so its still canon, but effectively changing the rules and rebooting ICA.

What makes the sauce even better is you can use it to knock everyone out by flinging it at them. I just really like throwing hammers and soda cans and pasta sauce at people, less of a Hitman and more of a Hit man.

It's the same ICA, 47 just killed one of the nebulously defined administrators (who had gone off the reservation and was working against the rest of the organization), in Absolution. The training scenes from the tutorial were a flashback to what happened almost immediately after Asylum Escape in the first game.

I was hoping they would patch it in so you could get unlocks when offline (or at least, that they would trigger the first time you go online) but nope. I finished the level a couple ways, then went back online, got kicked off after 15 minutes, and it's like I never did anything. Edit: by everything, I mean all other internet connections to anywhere. Same! Might explain why me finishing a mission unlocked no challenges whatsoever. My saves were apparently online though, so guess I'll just load up the last one and refinish the mission next time.

And all my saves are now marked as offline only so I can't even load them up and finish it when the servers return. So there's huge incentive against playing at all if the servers are down.
