In the nineties, when the Max Power/cruise scene (I don't know what the American equivalent is called) started, one of the most common mods to your lovely 1L Nova/Saxo/106 was lowering, but that's expensive to do right. What's much, much cheaper is to install shorter springs on the suspension - or for the real budget types, literally just cut them down. With the cheap suspension on these cars, which generally only have a single wishbone, this means the wheels kick out a bit at the bottom, and in at the top.

Some genius noticed this meant you could get slightly wider rims on the wheels without them rubbing on the arches, meaning your car was both lower with wider tyres, so EVEN MORE LIKE A RACE CAR.

Then top-tier geniuses decided that this actually looked cool, so now spend an inordinate amount on modifying cars with non-poo poo suspensions to kick the wheels out as far as on that piece of poo poo. It's one of those weird 100th monkey effect things, because multiple scenes around the world started doing it at the same time, but that really slammed look is peculiarly American (which is weird, because Americans don't normally do things to excess at all).

If it can be said to have one actual advantage (not really an advantage) it's that by having such a narrow contact patch it makes burnouts and drifting much easier when you're trying to impress a car park full of your pasty burberry-clad compatriots.

Weight classes matter people. Don't try and take someone on who's 2x your size, might have a speed advantage but it doesn't mean poo poo if they grab you.

I had severe untreated sleep apnea for more than a decade and by the end, it had reduced my cognitive function and coordination to the point that I was acting like I'd drunk 2-3 beers literally all the time. Pulling off to rest on a long drive was not unusual, and to this day, I'm quite grateful I was lucky enough to not have hurt anyone.

That said, that poo poo is still 100% on him. That doesn't look like he so much pulled over as passed out, and what he did on being woken up looks way more like someone who is drunk or high fleeing in panic than anything.
