If miners and traders can go about their business everywhere in the universe unimpeded then it will always be more profitable to go around with PvP off, amass huge wealth, buy the biggest sperg chariot and then go hunting "griefers" AKA anyone that doesn't go around with PvP off all the time. So long as the money/assets gained with PvP off can be retained when you change to PvP on then anyone that isn't a carebear is hosed.
